What is the CSS Examination?

The Central Superior Services (CSS) Competitive Examination is conducted annually by the Federal Public Service Commission (FPSC) of Pakistan. It is the gateway to the most prestigious cadres of Pakistan's civil service, including the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Pakistan Foreign Service (PFS), Inland Revenue Service (IRS), and over a dozen other groups.

CSS is widely regarded as one of the most demanding competitive examinations in the world. In CSS 2025, only 355 candidates were recommended out of 12,792 who appeared — a pass rate of 2.67%. The examination tests not just knowledge, but the analytical depth, writing ability, and intellectual breadth that Pakistan's civil service demands.

The PMS (Provincial Management Service) examination, conducted by provincial Public Service Commissions, follows a nearly identical syllabus. PMS candidates must additionally include Urdu as a compulsory optional subject. Officers Academy prepares students for both CSS and PMS simultaneously.

CSS 2027 Eligibility Criteria

Academic Qualification

Second-class Bachelor's degree (minimum 45% marks) from a HEC-recognised university. Final-year students may apply conditionally.

Age Limit

21 to 30 years of age as of 1st January 2027. Age relaxation of up to 3 years applies for government servants and certain other categories.

Attempts

Maximum 3 attempts are allowed, subject to the age limit. Each attempt counts regardless of whether the candidate appeared in all papers.

CSS Compulsory Subjects (600 Marks)

Every CSS candidate must appear in all six compulsory subjects. These 600 marks form the backbone of your final score.
